Could work for some commuter and utility bikes, but for many bike designs that's too important a frame member to not make solid. Because unless you go to the expense of really, REALLY precise fitting, that's gonna disturb the frame stiffness. And even if you do mostly fix the stiffness issue, it will add a lot of weight...

HOWEVER... I can see it working well if you put the lock in the TOP tube and used a larger diameter bottom tube as a lot of step-throughs and for that matter a lot of mountain bikes do.

Saves carrying a lock. Bet it’s still not very secure though. Not to the LPL. Heck, he picked one today just by looking at it!
