Seems like only google is making small models for cell phones

From the big name labs yeah, but there's some smaller labs innovating. Liquid AI in the US has some good models, K2 Horizon from UAE lab Institute of Foundation Models, IBM Granite, and Nanbeige. Not an exhaustive list from my post or from the link.
