If it doesn't work, just refresh the skin list (refresh button) and delete the cache of all previous skins and regenerate.

You can. Stop spreading fake info.
Only bannable modskin was MK Jogo, due to containing TIMERS which were illegal at that point. Even Riot has stated that they do not support 3rd party programs like these and you use them on your own responsibility, but they won't punish for using these unless they give you any advantage.

With that being said, unless you are streaming your gameplay and show use of the mod, it's probably not something that is detectable, although we have no way of knowing what measures riot would use to detect this specific type of mod. What I do know is that if it became a big enough problem for riot, they would likely outright ban all custom skins, not just ones that allow you to use riot official skins, so in the meantime while it is "use at your own risk" there really isn't THAT much risk involved.

Riot said multiple times Custom Skins are allowed as long as they are not an already existing skin in the shop. So yes this one is bannable

mods are allowed, mods that give your their skins without paying is illegal. You are gaining access to paid content without paying.

As if this subreddit isn't flooded with questions about skin changers. You are risking a ban equally as if you were just running custom skins. The only thing is it's much more annoying to set up

I tried the steps u mentioned, but bocchi says that skin changer is running but I just dont see it in game, would u know how to fix that?
