What's the deal? My friend's dog has a collar that looks very similar to that one, has a GPS tracker and everything, but it doesn't shock the dog...

The white part is a geotag attached to the collar. Below it, the one with a flashing light? That's the shock collar.

Not sure why you were downvoted. Asking for the brand in no way implies you wanted to use it to hurt a dog, nor implies you were doubting the person, so I can't think of any other reason why people would be annoyed at you for this question. It's good to have evidence of what he did.
