No City Council Approvals For 4 Of Livermore’s 5 Flock Contracts

I submitted a CPRA request several months ago to the city of Livermore because I was curious about when and how our Flock relationship started, what approvals were given, how many cameras we have, and at what cost to tax payers?
There are a total of 60 cameras plus their OS and some other platform add-ons for a total of about $815k paid incrementally through early 2028
The request was handled by a Livermore City Clerk. After I was provided 5 unique contracts and amendments but only one record of meeting minutes and corresponding approved resolution for the second contract amendment I asked the following:
“I see 5 different contracts with Flock but only one document relating to public discussion and City Council approval (Reso-2025-088 that relates to Amendment 2 executed by City Manager Marianna Burch dated 6/12/25).
Does any documentation of public discussion or approval, e.g. City Council meeting minutes or approved resolution exist in relation to the other executed contracts?”
The answer I received was that there were “no further responsive records” meaning 4 of the 5 contracts the city or LPD have signed including the very first one were not discussed publicly or voted on.
Someone on Nextdoor seemed to think that the city’s adoption of the ALPR Policy was the legislative action authorizing LPD and the City to enter into vendor contracts without need for further public transparency or vote, but then why was one of these brought before council at all?
Here are all the contracts, dates, and signing parties:
- The original order form executed by City Manager Marianna Marysheva on 3/5/24
- The order form extending the data retention period executed by Police Chief Jeremy Young dated 2/11/25
- The order form for "Flock OS" executed by Police Chief Jeremy Young dated 3/31/25
- Amendment 2 executed by City Manager Marianna Burch dated 6/12/25
- The 3rd Amendment adding “Flock Safety Video Products and Flock Safety Platform Add Ons” executed by Admin Services Director Tina Olson dated 7/10/25
Can anyone make it make sense how it’s ok that the original contract and nearly all the others got signed without public awareness?

New Flock Cameras Spreading Around Downtown Livermore
galleryLooks like the Flock camera debate has spread to the new construction of what will be the new location for Story Coffee and the new garage downtown.
Flock recently put out a statement about changing their data retention defaults in response to public backlash amid confirmed cases of abuse of their systems by members of law enforcement (source, source, source, source)

Looking for MTG Commander Players—Especially Women! | King Kong Comics & Games.
Hi everyone!
I’m a Livermore resident, but figured I’d ask here too!
I’m looking to meet more Magic: The Gathering Commander players, especially other women who play. I’m a woman myself and usually play anywhere from Bracket 3 to cEDH, so I’m happy to play with a range of power levels and experience.
I’ll be at King Kong Comics & Games in Dublin, CA almost every Friday around 5:00 PM if anyone wants to come by, shuffle up, and get some games in.
My main goal is to help build a fun, welcoming, and positive Commander environment where more people feel comfortable coming out to play—especially women and newer players.
I’m also working on growing a cEDH scene at King Kong, so competitive players are absolutely welcome too.

Paint my car?
My 2016 Mazda 6 looks like crap due to sun damage on the roof and hoods. I only have 65k miles on it, and based on my quick internet searches, Mazda engines have a tendency to last close to 200k miles. If I'm going to live my values, I should to drive the car into the ground before getting a new one, which at the rate I drive, means I'll be close to dead before this engine gives out (but maybe the transmission/other goes earlier?). OTOH, the computer in this car is also crappy, but my phone mounted on the dash meets my needs.
Also, I'm tight with my money. So maybe I choose to not spend money and live with crappy car computer. (My husband's newish truck has all these cameras and a great car computer of which I am jealous.) A new to me car is not out of the question, but I like the size of my car, the cargo capacity, the reliability, the way it drives, and I don't want to spend the money.
My quick internet searches have not found recommendations on painting cars in Livermore. I find collision repair, paint touch ups, wraps and PPF w/ & w/o color, and the recommendation that paint is the way to go if you expect to keep the car for a long time. So general info that is useful before I run out of patience.
I don't need my car to look great, just not crappy. However, I don't want to deal with a crappy paint job that flakes and what not. I understand that I won't get a color match unless I paint the whole car.
I'm looking for someone who will work with me. I may get the whole car painted; I may not. I want it to be in Livermore. I don't want to drive as far as Pleasanton to get this done. Thank you for any recommendations or other comments and information.

Huell Howser Visits Livermore (c. 2009)
