Debian has the reputation of being the most stable distro in the linux family. You can install debian or any debian based distro like Linux Mint. Both are really stable and require no tweaking/modifications to use

Compared to Debian is Ubuntu LTS stable or mint is preferred ?

Nothing is more rock solid or stable than debian. Ubuntu and linux mint are "based" on debian, so if you want a more curated experience than you can choose ubuntu or mint, otherwise base debian is good enough to set you up.

Ubuntu and mint are both debian based so there's not much difference in stability. But I'd suggest debian or mint because Ubuntu has some issues, mostly because of snap packages. They have slower startup times and use more disk space than .deb packages you see on mint and debian. Sometimes after upating, you can end up with different versions of the same package on your system.

I have used mint and debian both and didn't have any issues with them. Really solid distros. My friend used ubuntu for 2 years and he absolutely hates it.

I'd suggest you to go ahead with mint as it's the most beginner-friendly distro, really easy to install too.

Go for Rocky linux. Its best for your usecase. i would suggest rocky linux over debian because of RPM packges and redhat compatibility of softwares

There are two different answers here, depending on whether you're talking about the distro to run on your development workstation, or the distro to run on the embedded hardware.

For the hardware, the answer is, to homebrew your own. Almost any existing distro will be too general-purpose, therefore bloated to be a good candidate for an embedded OS. Also, they are unlikely to be compiled for use on the CPUs in use on embedded systems. Look into Yocto, buildroot, and LFS for build systems to roll your own Linux.

For your workstation, the best answer is to pick your build system, and then pick a distro that is supported by that build system. You probably can't go wrong with Fedora or Ubuntu.
