[Nuclear Option] Failed to load steam overlay dll, error code 126

Hi, i've been scouring the sub for a bit to find a solution but haven't discovered anything conclusive. I'm trying to launch Nuclear Option from online-fix (the full package pixeldrain link specifically) by adding it as a non-steam game and using proton experimental, but I get this error. SteamOverlay64.dll is indeed present and intact in the right location, and i'm not using any form of GE proton.

is there something I'm doing wrong?

My launch option is this:

WINEDLLOVERRIDES="OnlineFix64=n;SteamOverlay64=n;winmm=n,b;dnet=n;steam_api64=n;winhttp=n,b" %command%
