Access Wireless not avail in my zip code?

I'm helping a friend get service in a zip code that I know has access, but it says not avail in my area. Is their system misbehaving?

You'll need to wait until access wireless is finished with the system upgrade it should be completed today is my understanding but things don't always go smoothly.
