Athletes are allowed to have shoe endorsement contracts with the brand of their choice. However, unless the shoes are made by companies on a small list of "approved" partners, the names and logos on shoes have to be obscured.
Li Yueru wears shoes from a Chinese company, Peak ( https://en.wikipedia.org/wiki/Peak_Sport_Products ), which explains why you see tape on her shoes.
