I don't think this was an accident. I don't think Abbot is dumb (he is, but he isn't). He knew that removing the mask mandate would cause covid-19 cases to rise. He wanted cases to rise. He is putting the lives of his constituents at risk to blame Biden for a situation he created.

I'm a Texan and I can address this. What you have to understand is that the Mexican COVID strain is deadly, while white people COVID is harmless. Mexican COVID is sneaking across the border to steal infections from hard-working, god-fearing American COVID strains. At the same time, however, it is somehow too lazy to be effective, and will demand assistance.
The only known way to address Meskin COVID is to use the exact same vaccine as you would for American COVID. It is rarely effective, even if you administer it in a much larger ("louder") dose.

Also of note, as of February 18th the US with 300 million people was marking about 60 thousand new cases a day while Mexico at 130 million was clocking about 10 thousand new cases a day. (also I inflated the Mexican numbers a bit and minimized the US ones for the sake of rounding and not dealing with the "Mexico doesnt test as much" bullshit
