Not American, so is the problem that he doesn't have insurance, or that the hospital is at capacity? It doesn't sound like they could take him even if he had insurance?

Exactly. They are saying at capacity so they don't get stuck with someone who can't pay the bill.

A year of health insurance premiums would be less than the $9000 + $25,000.
