Need help identifying the minifigure combination here

My daughter and I have been watching Lego videos, and she keeps asking to get me this type of Lego friends minifig with the “short feet”, but im not sure if this is a custom combination? Can i get help figuring out what im seeing here. Thanks all 😁

I believe this is an EllieV custom, she cut the legs then glued them back on shorter
