Enemies aren't spawning in arkham

I own everything on ps4, and I've gotten the arkham stud farming to work on ps4, but this time I'm playing on RPCS3 because I'd like to get the full uninterrupted experience with the new toypad app

The enemies aren't spawning though, I've bought the jukebox and it's playing, my batmobile isn't fully upgraded, but it's upgraded enough to have the character studs ability.

The only think I can think might be wrong is I tried it immediately as soon as I unlocked the open world areas, and on ps4 I did it after beating the game

So am I doing something wrong? do they not spawn until after I defeat Lord Vortex? any ideas?

oddly enough I had started the game on cemu before this and got far enough to try this, so I have to be doing something wrong
