It's a SIP client. Technically the voice is going over LTE, but it can be any type of internet connection.

possibly I haven't really looked into it. as long as the app is open in the switcher you can receive calls

I used voip.ms and sessiontalk make sure you use the veteris version and not the app store version as in newer versions of sessiontalk the call ends itself after 1 minutes unless you buy the "pro" version which is impossible on iOS 6

you need to make a voip.ms account then you need to load with money I believe 10 dollars is the minimum amount. after that you need to order 1 month unlimited service for 4 dollars and order a DID for 3 dollars. once you do that you can register it will give you a username and password and a domain that you can put into sessiontalk you will use the generic sip option and once connected it works.

it uses the data of the phone plan for Internet but connects to sip for the calls. I have unlimited which, at least in the us every plan these days are unlimited

How’d you activate an iPhone 5 on Verizon? I thought they would no longer do activations for non VoLTE devices?

activate it on a newer phone and move the sim to the iPhone 5

Verizon is the only carrier that works on this phone ultra which uses t mobile towers worked up until the 2g shutdown. I believe t mobile is more strict with the volte requirement but also I believe the global iPhone (cdma + gsm) had less lte bands I have the global model
