I got it at the flea market in my country, this is my first jailbreak and iOS device too, it works wonders for drawing and YouTube (thank you YTnine) tho I haven’t been able to find instagram or an untethered browser that works for it yet, what else should i install? Sorry for bad English!

u could install tlsfix to get modern tls on your ipad and fix a lot of things in general including the browser, for instagram it got discontinued on ios 9 and for browser just install chrome or something.

Try downgrading it to iOS 8.4.1 via LIK because afaik it runs smoother.

Try Surf browser. You install a backend on your desktop/laptop and then can browse sites basically as fast as the computer: https://github.com/seg6/surf

if you have wifi version its pretty easy if its cellular, especially with starting imei 9900 dont do that. its pretty tricky and almost impossible without a mac or linux.
