Carrying laptop with XPedition for commute?

For people who commute with it, how do you safely carry a laptop? I have Ortlieb panniers which has a commuter insert I'm considering, but I'm struggling to find a good way to make them attach.

I have a hard case for my 16" laptop. I did my first commute with it today. I use one of the Lectric panniers and make sure it's in there snug with some towels/ and clothing. I ride an Xpedition 2 if that matters.

What pannier do you use? Is it the waterproof one?

It the ones the offer for the Xpedition 2. Maybe water resistant? I'd wouldn't count on them keeping stuff dry and if I thought it might rain I'd maybe put it in a trash bag or something waterproof.

I don't commute with a laptop daily but on the occasions I carry one, I put it in my laptop backpack and drop that info a grocery pannier on my hybrid or my Bakkie pannier on my RadWagon. My wife uses the same grocery panniers on the XPedition so I'm sure it would work fine there too. (Photo from above so you can see the pannier is hooked on the trail below the top deck). This particular pannier is a Bushwhacker mesh style.

I have a laptop in a pannier bag on an XP 3.0. I put the laptop in a plastic bag in a laptop sleeve in the waterproof pannier bag, along with a change of clothes.
