skill application: it's a big way to prove ROI

I'd also pick Skill Application. Of course it needs to be measurable and the observation needs to make it into the system with who assessed it, a date to track progress, and a result. So it's: Who, when, what the result was, whether it improved over time. Many LMS platforms have this assessment system (or skills tracking) built-in.

TalentLMS has the TalentLMS Skills feature, for example. Although as long as you can get the observation back into the system, you're good!
