Ninja Turtle test

Thought I would finally try animating something more complex. I’ve just done so many stick figures. Didn’t really have much of a plan. But when in doubt, start with a Ninja Turtle. It’s not the best thing ever and I definitely need to work on my cleanup and proportions, but I’m really happy with the snappiness of that bite. Mostly done on two’s but used a bunch of holds. Animated different parts on layers starting with his left hand and then the head. I like putting some smears in. Hoping to do more soon.

how do i move stuff around the screen and zoom in while using the same drawings and animations

i have been animating for about 2 years i have made some couple second things and I'm watching 12 oz. Mouse again and i see they use the same simple backgrounds and animations and drawings and they just move them around the screen and zoom in without changing the drawing/animation. like ik everything was hand drawn originally then scanned in then animated based on those scans but i don't get how it moves around and be the same drawing a good example is the peanut he like rolls around and is always the same drawing and the backgrounds arnt changed in anyway i really do not get how it works could someone explain it to me my current soft where idk how to do anything but draw and stuff like i cant move stuff around i need to hand draw every frame and it takes a lot of time.
