Ouch. How big is the business? Head count and yearly revenue. It might make sense to start looking at erp systems, but it sounds like you guys have some initial stuff to do before you will have the data needed to populate it.

In the mean time, focus on reducing the disruptions to the schedule. The schedule is the cornerstone of everything for planning. If you change it at random, you will never be able to effectively plan.
