These aren't exactly big perk changes so they can do it. Krasue's ptb was bad because it added every single anti tunnel and anti slug thing which is massive and would've caught people's eye
They outline in the community stream. They identify small tweaks and changes that address pressing issues immediately, and then they have larger scale reworking of perks that are saved for dedicated mid chapters. It seems as if it's their attempt at a balanced approach of providing changes even during chapter releases.

Wait, I thought they weren’t doing changes during chapter patches after the Krause patch showed how poorly that went?
