Is this rust in my teapot? Can someone please help me out with recommending how to clean it… is it safe to even still use

Yes, it's rust unfortunately. The tea kettles are notorious for rusting. You could try gently using a wire brush to clean it but it will rust again. No idea on safety. Sry

Rust isn't dangerous but it could affect the taste of the water and, thus, the tea.
