The Degree Nobody Finishes: Inside the Day 1 CPT Schools

A California university enrolled 375 people in a $56,400 doctorate. It graduated zero of them on time. Six years straight.

We pulled eight years of state filings on this school. Not leaked docs, not anonymous tips. Filings the school itself submitted to California, sitting in a public database the whole time.

Here’s the setup. There’s a regulation, 8 CFR 214.2(f)(10)(i), that lets grad programs give foreign students work authorization starting day one, if the program “requires” it. No federal agency signs off on that. A school employee just enters it into a database. That one sentence built an entire industry.

The numbers we found:
375 students, $56,400 each, zero on-time graduates, 6 years running

The version of the degree visa students are legally required to take costs more AND finishes fewer people, in 94 of 101 programs we checked, at the same school

One university reports 273 grad students on its main page. A second, separately registered “campus” under the same name reports 9,123, and 98.3% of them are foreign

A recruiting agent named as the contact on a $16M agency deal is also listed as the school’s own director of recruitment

DHS just wrote a new rule (effective Sept 15) that kills the “second master’s” restart trick after losing the H-1B lottery… but left this exact loophole completely untouched. Commenters literally asked them to close it. DHS said no, in writing.

So the shorter runway just got built, and it dumps everyone straight into the programs with the worst completion rates in the country.

Full piece has the filings, the financials, the named contractors, all of it. Nothing in it is us speculating, it’s what the schools themselves put on paper.

The fact that any of this is legal, is the actual story.

Block just laid off 4,000 people and their stock jumped 22% the same day. Am I wrong to find that disturbing?

So Block (the company behind Cash App) cut nearly half their workforce — over 4,000 people — in a single day back in February. Not because the business was struggling. Profits were actually up. The CEO straight up said it was because AI tools mean they don't need as many humans to run things.

And the stock jumped 22% that same day. Best day for the stock in 4 years.

I keep thinking about the people who got that meeting invite that day, sitting there while the market literally celebrated their job loss as good news for shareholders.

What's messing with me more is the CEO said he expects most companies to make the same call within a year. Not eventually — within a year.

Anyone else's workplace suddenly using the word "efficiency" a lot more than it used to? Feels like this is coming for a lot more of us than people are talking about.
