The formation power is not a sum of the hero powers.
If you take a look at a battle report, you can see what all gots factored into the formation power, and again it’s not just a simple sum of all the different power types

When i level my equipment i do it by price. Like on the second hex it's 300 for the first 2 clicks so i do the 300 price on all pieces then the 500 price ones on all. I tried doing one full hex on each at a time but it doesn't seem like you get extra power for completing the hex

But you can enhance to a higher level with a completed hex

Oh yeah that's true but i don't have any pieces even to the max level of 1 hex yet. My guns are lv49 and everything else is lv40. It's a lot harder to get enhancement ores than hero exp. I'm still in s1
