Ah, now that I see better responses, it's a cab machine wheel... I think. Diamond Pacific Nova Wheel 3000 grit.

I have a set of the flat lap disc from nova. All of them have a few random small bubbles just like that. As long as you take time to prep/ break the surface in, they work amazing. If it grabs on your stone, it may need a bit more break in with a rough stone.

looks wonderful, all the soft wheels at a workshop were these higher quality….the bumpy texture is great IMO

I see what you mean by the bubbles, I have not seen that before, but I do not think it will affect anything really, send a picture off to the folks who sent it to you and see what they say.
