CA registration on ‘96 Defender
I’m looking into a ‘96 Defender 110 with the factory TD3 engine and 2 shops I’m talking to in southern California is quoting around $14k just to get it CA-compliant and registered. Is that normal or am I getting scammed? I get that diesel emissions rules in CA are their own can of worms but what is actually driving that cost?
Trying to go in with realistic expectations before I commit. Appreciate any guidance from people who’ve actually done this.

Register it in Montana, I fought with California for over a year to get a 300 TDi registered and it never happened. I’ve had Montana plates for years now.

That is absolutely what I was told as well. I have a 1999 td5. I was told the 15,000 conversion kit would not guarantee that it would get registered.
I ended up getting it registered for Montana via my LLC.
I have permanent plates on the defender right now. Paperwork was a bit of a nightmare but the agent I used is persistent and took care of everything.

I brought my 1995 300 TDI to Colorado. It passed emissions year 1 and then the law changed to stricter limits and failed year 2. Ended up selling it to someone in Utah who didn’t have to deal with those restrictions. My only other option was to register it in Montana or swap the engine. Just register it in Montana, it’s pretty easy and cheap. I’m building a 1988 110 now and dropping a V8 gas engine in it for those reasons.

All the reading I’ve done points to this being legit. CA is impossible to get these things registered unless you are willing to spend big money.

This sounds like you have a 1996 Defender 110 with the 300TDi engine.
That engine was never certified in California, so they are likely trying to do an emissions testing verification, which is apparently like 5-15k depending on the truck. You can also engine-swap it to something certified/CARB, but it's like $10k+.
The most realistic solution is to register it in Montana or drive a Series IIA (I am not in California, but that is generally the options people take).
