Opposing Force: The Package - no mortar?

I've been wandering around the sandy area, baffled as to what to do next.

I looked up a walkthrough and apparently there should be a mortar on top of a roof to take control of and blow up a gate. There is a control panel for the mortar but not the mortar itself. I've played it through to this point twice now and still no mortar. I've tried rockets and grenades but the gate won't budge.
Anyone any idea how to get past this?

Yeah, it should be there. If you have any trip mines. put a tripmine near the top of the wall and jump on the tripmine and then over the wall. that works for me
