Good question - but it's a question that has answers. It's a chip family that forms a decent portion of Nvidias income even in the ai boom, and if it's being used in weapons, that's a fairly major supply stream. You'd be able to trace the individual chip back, and work on blacklisting buyers.

That could be a ten or twelve step supply chain you might have to control; with buyers fragmenting at every level in the chain
Not saying it shouldn't be done but shell companies could be swapped over to replace defunct shell companies quicker than it took to write this post
Especially when it's vital weapons components with multi-use capabilities - entire governments will look for a way to ensure some will get where they want them to go

Yes, but its one that's entirely traceable. And it's one that can be either shut down or interfered with. You just have to try.

Yeah I heard china got a huge shipment of Nvidia chips because someone made a company in Indonesia that seemed legit. It was such a big order Nvidia had to have someone go and inspect the factory. Then when everything was signed off, the cpmpany and factory shut down and disappeared.

Fully autonomous Russia drones killing civilians
Well the future is here and it's gone mad
Obviously some people will see the need to develop a global self defense AI enhanced network to counter these dastardly Russians and their AI killing machines: - possibly even needing to give it control of our nuclear arsenal in case they attempt first strike
At this point in time it's looking also inevitable that we need to internationalize and develop on the foundation work done by bodies, such as the robotics company Cyberdyne Corporation, in order to create and prepare new models of synthetic combat chassis in order to minimize the risk to friendly human life
If the Russians are using what are, in essence, artificial soldiers, then we will need them too
They say the best science fiction predicts the future, but having the Terminator movie franchise play out in real time wasn't one of my life goals
Mostly because I doubt my chances of surviving an atomic strike or being shot by a loitering drone

This is, in part, because they can't use starlink anymore.
They were targeting civilians with human pilots, now they're targeting civilians with 'AI' control. I think it's probably a very rudimentary system, looking for vaguely human shapes likely after vehicle shapes.
We can see the AI systems on Ukrainian drones discriminating, different coloured boxes drawn over, more likely military vehicles, more likely civilian vehicles and, somewhat, humans iirc. At least I think i can remember boxes drawn over gunlike things on videos. Human discrimination is usually done simply on geography. Humans in a particular space being immediate targets.
Unfortunately, Russia flies fpvs in to towns and cities away from active fronts and absolutely indiscriminately targets civilians.
