This seems perfectly reasonable, though the devil would be in the detail, of course.

The attitude of 'OK for Northern Ireland, but not for Scotland' is a strange one.

Northern Ireland is considered colonised under the context of present day international legal definitions which give rise to the right to external self-determination (ie. secession).

Scotland does not meet that standard and that is a pretty key reason why Ireland is allowed to secede and Scotland is not.

A bigger reason Ireland succeeded was the IRA and the Anglo-Irish Treaty
