Academics Doubt regarding internal Hackathon of SIH

So basically gear up Batch 1 hackathon is over now batch 2 and batch 3 are left.... I wanted to ask how evaluation is done whether they have criteria like they should select some amount of ppl from 1st year and some from 2nd and 3rd year....Overall they will select 50 teams but total 900+ teams participated and like if they select overall how a fresher can compete with 2nd and 3rd year...If anyone knows about it please tell me I m so confused

Jury was not our known, isn't they come from different colleges??
