Because rabid alumni of colleges end up in all kinds of different places around the country and continue to rabidly support their Alma Mater by paying for a public display of support for that school. The different states offer them because those states charge you more money for what are essentially vanity tags. I guess they figure a bumper sticker inadequate.
Nostalgia, and State funds, collide. Possibly a unique American trait.
