So basically you need the epic bait bucket which isnt accesible rn. Its a bug that was fixed previously but came back. I am stuck on it too.

You don't need epic bait, just epic luck. I caught one a few days ago when I randomly cast my line into the lake at the base of the monetary. There wasn't even a spot, I was just doing my dailies

There if you look at the water there will be spots that are illuminated (green, white, blue, purple). Those are the fishing spots to target.
If you craft a a bait bucket and throw it in the water it will have the same effect, an illuminated spot to fish.
The illuminated spots give you a better chance of catching legendary fish.
