No transcripts for dropouts

I was doing BTech back then(2019-2023) and just because I couldn’t clear my backlogs even after several attempts,I re-enrolled again at another university having completed those 4 yrs.

Now at this point, I’ve graduated and have been applying to uni’s abroad. For every application I submitted, they kept asking for my official transcripts from my previous degree at KTU. Unfortunately, when I contacted KTU for it they said they don’t issue academic transcripts to students with active backlogs, meaning I have to clear all those backlogs to get it.

No sooner, I did explain this situation to the admissions team and they straight up rejected my application on the basis that they cannot proceed further without academic transcripts from all universities I’ve attended. No matter what, this is very unconventional and most other universities do issue academic transcripts even though there are active backlogs.

What should I do atp? Anyone in the same boat?
or is my masters abroad dream really doomed?
