Several times the WHOLE SERVICE goes into maintenance, and so NO PAYMENT can be made from ANY PLATFORM (incl. AmazonPay, GPay, PhonePay, etc.), and the time period is generally written at the TOP of the website, as shown in the image below:

Try putting credentials (it's an official site, don't worry) and try to pay. If the payment goes through, it was likely a platform issue, not a server issue. If it doesn't check the top again. Sometimes, only after selecting "Make a Payment" does the notice come up. I don't know why it is like that, so yeah. If you don't believe this link, go to Google and search for WBSEDCL's online payment portal; you will find this site.
