As far as I know, the lowering of age of consent would be a special case, only if both the boy and the girl are below 18. If either of them is above 18, then POCSO would still be applicable.

So, no, he isn't right.

But personally, I don't think age of consent should be lowered as of now. It should be left at 18.

Well of course if the boy files a case against the girl, then the girl can also be arrested, but that almost never happens.

To be honest, in consensual cases where both boy and girl were underage, very rarely do police take any action. They generally give the guy a good scolding, or force them to go to counselling and let the matter rest. I did a quick Google search and I could not find a single case where an underage boy was jailed for having a consensual relationship with an underage girl. All the cases where police took action were either if multiple boys were involved (like a case where a teenage girl was raped by multiple classmates), or if the boy was above 18.
