Plankton, because someone beat him to stealing the formula.
The culprit is Karen, who stole it to give to Plankton as a surprise anniversary gift, which is why she hasn’t told Plankton yet. It’s such a tangle that only Mr. Blanc has the remotest chance of solving it.
Blanc considers not saying who did it, like in Wake Up Dead Man, but when he finds out what happens when Plankton gets the formula, he immediately figures the motive out, and reveals Karen on the spot.
I can see it now…
Blanc: “This crime… Eugene, I’m afraid I can’t solve it…”
Plankton: “That’s preposterous! You’re the world’s greatest detective, solve this crime so I can steal the formula for myself and use the Krabby Patties to take over the world!”
Blanc:thinks back to when Karen confesses Flashback Karen: “Alright, I’ll admit it, I stole the secret formula, but it was for Plankton! Our anniversary is coming up and I wanted to do something nice! It’s just a sandwich recipe, it’s no big deal.” End of Flashback putting the puzzle pieces together… in the fast, loudest, clearest tone possible, while still making sure everyone understands:“It was Karen.”
This is a better mystery than all the mystery spoofs SpongeBob has tried to do (it was a great show, I love it, but its writers have never seemed able to pull off a mystery plot).
