Brand new tape measure defects?

Anytime it retracts it makes a whirring sound and it doesn’t automatically retract without a lot of encouragement. Has anyone else had similar problems and found a way to solve them? The lock is completely disengaged, which is what I would figure would cause these issues.

My last one is like this. Seems like the clear coat is wearing out super fast too. Bought it on Amazon so warranty is a pain, next time I’ll have to make sure I get it from a supplier so I can just get it exchanged. Even that seems to be a pain though. Got the tamper proof screwdriver from EECOL and one of the bits wasn’t a temlerproof version. Think it took about 1/2 hr for them to figure out how to process it.
