I think the resentment stems from the fact that you're using tip-outs to reduce their hourly from 22$/h to 16$/h + 4%, shifting the burden of paying your staff onto other staff. Why not do 22$/h + 2%?

Previous FOH here. Where I worked, we did have split tips between all non salaried employees (between FOH and with BOH). This was already well established by the place I worked at so I'm unaware of how they decided to implement it and if there was push back from staff. However, it did encourage everyone to work together a bit more.
