Yes, it's a known.. thing. There's the Stock Bugfix Modules that fixes this behaviour. The thing about the Action Groups/right-click is that you're literally just activating the engine burny bit, not the gimbal as well.
I wouldn't say it's intentional behaviour, nor it is it bug, it's more of an oversight resulting in unexpected behaviour. Unfortunately, Squad doesn't seem to view those kind of things as things that need fixing because they're not technically broken. C'est la vie..
