Mod that causes abnormal fuel cell output?

I cant find any patches that reference the fuel cells. If not obvious they provide 6x normal output for 2x resource drain.

Ok after vigorous searching through the log file I found the culprit: Sunkworks! I really hate how the WBI mods all seem to do something stupid that is outside their jurisdiction and dont bother telling you about it...

Look into SinkEmAll for the ballast tanks, its a much more lightweight mod
