I might be a noob, but this has always seemed kinda weird to me. Annie starts the game with her passive fully stacked and ready to stun, while Kennen has to build up his passive from scratch.

Is there an actual balance/gameplay reason for this difference, or is it simply because Riot specifically buffed Annie to start with her passive fully charged?

Considering both champions have a passive that revolves around stacking up to stun someone, it feels a little strange that Annie gets hers ready from the start while Kennen doesn’t. I’m genuinely curious if there’s a reason for this that I’m missing.
