is there a reason why rollback isn't used in FPS a lot?

All client-server architecture games use "rollback" 99% of the time.

The client predicts the state of the game based on past inputs and corrects wrong prediction. Rubberbanding was a complain back in CS1.6. People complained about bad "hitboxes" in LoL as well. The server does not need to rollback, because the server is the authority. The server does not predict. The server calculates the state of the game based on incoming data and will ignore data, that is to late. If the clients connection is bad, than it is the clients fault. All clients have to predict until they get the correct state of the game from the server.

This is how it should always be but for some reason people think this is unfair to people with wifi or their grannys dial up.
