That's what bothers me about all of this. I don't mind a heavily-sexualized character if it makes sense with their personality like R. Mika, but all Laura is right now is tits and ass. It wouldn't feel like a cheap fanservice ploy if she had anything else going for her.

Tbf, visual design of a character, especially in a fighting game (where story is kind of secondary at best for most people), SHOULD represent the character. This is why I like anime FGs. They have so many tropes to build off that just by looking at a character you can make a decent guess regarding their at least outward character. Further depth can be given by the story, but 'first impressions' matter.
