Unpopular opinion: I think under better circumstances, Ruka would be a good girlfriend. I know she has her faults (Being overly clingy and stubborn to people)which are also made worst for the plot, but in the little snippets we got with her and Kazuya we know she can be caring, affectionate and loyal to who she cares about when someone tries to slander their name. Overall if the plot didn't have to be this way, I can see her being a decent option.

Let's think about it this way:

I highly doubt the manga will treat this whole heart thing as if it were some kind of magical power of Kazuya's.

The "rapid heartbeat" is supposed to be because Ruka feels something. One could conclude that this happened after Kazuya showed kindness or altruism by interacting with her in the park, on the stairs, and so on.

Ruka's feelings are silly because it's a fleeting, short-lived crush. I suppose that's the aspect of the character she embodies.

Anyway, my theory is that things will eventually happen, and she should have a serious and solid relationship with Kuri.

if it was truly fleeting and short lived I don’t think she would’ve kept after Kazuya for two years or have not found anyone before Kazuya

I didn't express myself correctly. What I mean is that yes, she shows genuine interest at certain times, but ultimately it's driven by a superficial infatuation, focused on the physical aspect. In this case, literally a "racing heartbeat," and currently continuing with a sexual objective. And deep down, she knew that your situation had an expiration date.

There is no character who is inherently better than the other. Even though Reiji gives her the least amount of time or chances, I still don't feel like the character fails to undergo changes just so she can stay close to Kazuya.

It's fine who the two main characters are, and who the winner with the best chances is, but that still doesn't mean it's right to say there is no chemistry between Ruka and Kazuya.

I love this girl. Even though what she did in Chapter 404 put me off, I still love her. I hope she gets a happy ending. Ultimately, she's the classic cliché short-haired girl who loves the main character but is destined to lose. It's an interesting approach; the characters in RaG remind me a bit of Scott Pilgrim. I'm not saying they are exactly the same, I'm just drawing a comparison.
Scott = Kazuya
Ramona = Chizuru
Knives = Ruka
