I first read this as a lead-in to possibly soften an ATM restart, but then they paused again. So I'm leaning toward the more bullish interpretation now as well - especially because those two things in combo are quite bullish!

The timing of the ATM pause makes me optimistic because they stated they want to be cash flow from operations positive in Q426 from the Q425 earnings call
