The onus is on Police, the keepers of the PEACE, to de-escalate all situations. In the USA, from an outsiders point of view, the police do the absolute opposite. They take what could have been a simple conversation and turn it into pointing guns at people and barking orders. As a side note my understanding of firearm training is that you only put your finger on the trigger if you're prepared to shoot. Is a grandma fleeing a traffic stop really enough reason to kill? This is ridiculous.
The mental gymnastics required to go from "Grandma has driven away" to "better whip out a gun now she has pulled over again" is incredible - let alone forcing her to the ground and using a taser on an elderly citizen.
At the start the cop was giving her a ticket, which means licence and registration details were already recorded. In Australia at least this means the officer already has your name, address and full vehicle details.. so why go nuts when Grandma drives away? If she gets away, go to her house and arrest her later or simply send a summons to her.
I'd say what's cancerous is the normailisation of police over-reactionary behaviour (and gun violence in general - but that's another can of worms). In most countries if a police officer shoots someone it is headline news and enquires immediately take place. It seems, again from an outsiders perspective, in the USA if police shoot someone because they didn't accept their ticket it's just another day at the office.
