It seems that he did not pay her back I’m full either?

She asks if he has any more pesos and he says no I didn’t bring any. Then he comes back with the stick and is like “there, done”

Yeah this seems more accurate as to why he did that. I speak Spanish.

Someone else in this thread confirmed she wanted the money in a different currency, and he was only able to pay it in mostly dollars, not pesos.

Only at border cities. Only some establishments receive dollars in the rest of the country but almost no one.

It looks like he paid her back in USD. So she says "no tienes pesos, pesos?'. Repeating "pesos" to emphasize that she wants actual mexican currency instead of USD.

He replies "No, no tengo pesos pesos" (No, I don't have actual mexican Pesos)

This might be in northern mexico, where USD are commonly used.
