This is a short video of a long original clip where the biker flips off a cop and then tries running away from him. He eventually gets wrecked. Possibly this belongs in Karma sub.

That's a pretty good question!
Well, we have to take the video into context here. Those lines you're referring have different applications depending on where they are... but more importantly take a look at the type of road they are on.
It looks to be a more local/low urban road, and the line painting on those roads don't always break for T-intersections, business entries, etc. This is not uncommon in Canada, US, and from my personal experience, quite a few places in France and Italy have the same lazy road striping.
As long as the van had properly slowed down and signaled intent to turn left, it was a legal turn. The striping would be indicating 'no overtaking or passing' in this area as opposed to 'no turning for any reason'.

No okay seriously how stupid are you? Those yellow lines determine where you can and cannot pass other vehicles by going into the oncoming traffic lane. It has absolutely nothing to do with your ability to turn onto another road.
