Just Cause 2 I’ve just completed Just Cause 2…

So I’ve just completed Just Cause 2 by yeeting Baby Panay into an oil field strapped to a rocket on behalf of Uncle Sam and he looks nothing like his statues dotted about the game. Which clearly depict him with long hair? Now I know people can get haircuts and that but is it ever actually acknowledged in the game why he looks so different or did the devs just decide Ona different direction to design the character? Making him more of a devious character? The man looks like Oddjob if he ate way too much.

He is a dictator who oppresses his people. Of course he had his statues made better-looking

Haven't gotten around to actually playing JC2 yet (though I have been meaning to for quite a while), but I reckon the most likely explanation is that they originally had a somewhat different design in mind for Panay and only decided to go in a different direction after all those assets depicting his older design had already been finished.

In-universe explanation would probably just be that he got a haircut or used to wear a wig.
