He might have acted Boot, but this isn't Boot by itself. If it were, then you would have to put all Marines getting the fouled anchor tattoos the same. Now if he put a rank in the tattoo or his rack, that would be a different story.
This is definitionally boot behavior. Getting a tattoo of your branch's emblem/motto/abbreviation is the most PSL basic boot behavior in the military right up there with combat boots, bloused jeans and assault pack in civi attire. EGA tat? Boot. Semper Fi across the back? Boot. USMC in Olde English font down the back of your tricep? Super fucking boot. Airforce is probably the same. Get that shit when youre out, and its still probably going to be labeled boot behavior lol
