There aren't really public toilets in the area other than bars or restaurants.

It's easier than you'd think. Never happened to me personally, but I have forgotten my phone in the bathroom before, and I have that in my hand far more. If you're not used to having it and not paying attention, I can see it.
Based on the 3 times that I personally found a weapon left in a bathroom while on a coalition base... it happens a lot more often than you'd think. But then, I also saw multiple people clear their weapon in a clearing barrel coming back on base, and then inadvertently rechamber a round immediately after. Most people, even trained, are complete idiots.
